Johnny seems to think that it is - here’s a quote from him about it -

“We were totally excited about where we were going to go and we were falling over ourselves with ideas. Looking back on it now, it’s an almost even stranger set of circumstances, that the two talents fitted together like a hand in glove. There, I’ve said it. I don’t think I’m the only one who could imagine that song being about Morrissey and myself. It certainly did describe our relationship, and was born out of that new relationship.”

As for my own personal opinion - I think it definitely is… And I think that’s why it was so important to both of them for it to do well. After all, why bring Sandie Shaw in to re-release it for you?
